Hogan refused to comment on future of town councils By Bernie Commins

Minister for the Environment Phil Hogan, refused to be drawn on the fate of the borough and town councils in South Tipperary, during his visit to South Tipperary this week to address a public meeting on the septic tank issue.

Speaking to South Tipp Today in Clonmel on Monday, Minister Hogan said that towns will have a central role to play in the delivery of services through local Government but pledged a radical overhaul of local Government in general.

“I think that you will see the most radical reform carried out on local government since their establishment, you will see a lot of change in relation the powers of elected members, vis-a-vis the managers, changes in the structures of how we deliver the services, in the manner in which we raise money in order to deliver those services.”

“You will see a lot of very positive but necessary elimination of duplication with more practical delivery of services.” But he refused to comment on whether South Tipperary will see a much more streamlined local authority system after the next local elections.

“I am not going to comment on that, there will be changes to the delivery services and it is inevitable that all aspects of structures and services will be looked at,” he said.

Referring to the unification of county councils in North and South Tipperary he said that Clonmel and Nenagh will continue to run as the relevant administrative locations for the delivery of services in Tipperary.

Minister Hogan met with the county manager Billy McEvoy, on his trip to Tipperary this week for a briefing in relation to the reorganisation of local Government. He said that he was satisfied with the progress that has been made and said that he expected a report on it by the end of March.
